FOR : STORM DRAIN IMPROVEMENTS PROJECT
FOR THE: BIOLA COMMUNITY SERVICES DISTRICT


NOTICE IS HEREBY GIVEN that the Board of Directors of said DISTRICT invites and will receive sealed proposals (bids) up to the hour of 2:00 pm on the 23rd day of January 2024, for the furnishing to said DISTRICT of all transportation, labor, materials, tools, equipment, services, permits, utilities, and other items necessary to construct said work. At said time, said proposals will be publicly opened and read aloud at the office of the District located at:
4925 N 7TH Ave
BIOLA, CA 93606


Bids shall conform to and be responsive to these Contract Documents for the work.
The major work consists of installing 12”, 15”, and 18” Storm Drain Lines, Storm Drain Manholes, and Utility Crossings.


The time for completion is 60 calendar days from Notice to Proceed.
A non-mandatory pre-bid meeting is scheduled at 10:00 am, December 26, 2023, at 4925 N 7th Ave, Biola, CA 93606. This meeting is to inform bidders of project requirements and subcontractors of subcontracting and material supply opportunities.


The Biola Community Services District hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin, in consideration for an award.


This is a Public Works Project subject to the rate of prevailing wages as established by the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov/DLSR/PWD.


Bidders are notified that the higher of either the Davis-Bacon or the State prevailing wage rate shall apply.


In accordance with the provision of Section 3300 of the Public Contract Code, at the time this contract is awarded, the Contractor shall possess a Class A California State Contractor's License. Bids are required for the entire work described herein.


This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.


Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov/DLSR/PWD.


No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5.
No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5.

Electronic copies of the Contract Documents can be requested from AM Consulting Engineers, Inc. via email (faisal.sweileh@am-ce.com). Paper copies require a non-refundable payment of $50.00 per set of contract documents. Shipping is not included in that fee.


The Board of Directors of the DISTRICT reserves the right to select the schedule(s) under which the bids are to be compared and contract(s) awarded, to reject any and all bids, and to waive any and all irregularities in any bid.


The Bidder is required to sign the attached Noncollusion Affidavit and submit it with his bid.

1/23/24 Update: An addendum was issued on 1/23/24 extending the bid date a week. The new bid opening date is January 30, 2024 at 2 pm.
